Listserver updated

I moved the database aspect of the listserver (where users and admins are logged) to the database server from the listserver itself. This is done to help lessen the impact of the mailing list server, which has had the CPU utilization pegged at 80% to 90% for the last few weeks. This should help some of the problems seen with the listserver. If you notice anything, please let me know.
